Competing interests text automatically placed on old comments

Old comments now have the line "no competing interests declared" automatically placed on them.

This line of text appears on the screen as if the original user had typed this line when they entered their comment.

These older users did not type that line (therefore we have effectively altered their comment with text they never intended), and moreover they may well have declared a competing interest within the text of their comment, hence making this statement inaccurate.

This could lay us open to complaints about misrepresentation. Possible libel issues etc. We should not show this line of text for anyone who made comments before the 'COI functionality' is turned on.

(In [7527]) Older annotations and ratings now have the line "no competing interests declared" automatically placed on them. This change fixes this so older comments will not render the text at all.

Verified that the comments made before the cisStartDate do not display the text "no competing interests declared." Checked on ONE and CJs templates.
