delete article needs to return package to the ingestion-queue

Description

deleted pcbi.1000236 and pcbi.1000245 from -demo, and though the delete appears to have succeeded (article now gives a site error, not present in browse), it did not return the article package to the ingestion-queue, as is the usual behavior in 0.9.1 and earlier versions

Verified that an article zip file is returned to the ingestion-queue on delete.

Under "Delete Article", I entered the article URI info:doi/10.1371/journal.pntd.0000379 and clicked "Delete" I did this again for another article: info:doi/10.1371/journal.pntd.0000319

After I deleted them, I expected these articles to appear on this page, under the "Ingestable Archives" section, but they are not appearing. In the current Admin Panel, this is where they would appear after they had been deleted and the archive is moved back to the ingestion-queue.

Replying to npeterson:

I tried on demo. There is only three archives present: pntd.0000126.zip, pntd.0000146.zip and pntd.0000113.zip. Ingesting and deleting for those archives works fine. Deleting any other article will not bring it back into the queue since the archive is not copied on to the system.
