error on ordering issues in a volume

Description

On the Volume Management page, under "Update Volume", I added an existing issue twice to the field "Issue (re-order only)", and it resulted in the issue being shown twice on the journal archive page (see screenshot).

I don't think that this is a bug as the functionality is working as intended. The Issue URI is added to a list of issue URIs. There is no de-dupe of the list. So if a user adds the issue twice, the issue will be displayed twice. While this may not be correct from a PLoS requirement, there shouldn't be any reason why a user can't have two issues added to a volume.
