Note dialog containing guidelines needs a close button

Description

When creating a new note on an article, the first dialog box needs to allow a user to close the dialog box. Otherwise, there is no way to cut/paste from the article text.

I can change this, but the dialog box does not affect the user's ability to cut and paste text.

It's not intuitive to a user. Add a [X] in the top right so a user can close the dialog and still cut/paste/

I spoke with Sebastian about this and we decided that links and buttons made more sense visually then adding an "X" button.

Verified that the note dialog contains a cancel button and does not make the cut/paste text disappear on click.
