Add type Issue to article feed for eToc scripts

Description

The eTOC scripts need to get an ordered list of articles for the mass emailings. This feed list should reflect the ordering in browse issue.

issue feed does not respect ordering for manually ordered issues at r7548

you can use the AmazonInUse? wiki page to set up a hosts entry for russ.092.small

and then take a look at:

 http://ploscompbiol.russ.092.small/article/browseIssue.action?issue=info%3Adoi%2F10.1371%2Fissue.pcbi.v02.i01

and compare with:

 http://ploscompbiol.russ.092.small/article/feed?type=Issue&issue=info:doi/10.1371/issue.pcbi.v02.i01

you'll see that the ordering is different.

correct URL for an issue feed for a specific issue is:

 http://ploscompbiol.russ.092.small/article/feed?type=Issue&issueuri=info:doi/10.1371/issue.pcbi.v02.i01

parameter is issueuri rather than issue

i've updated the functional spec to conform to the feature :)
