IE6, IE7 - general comment form display broken

Description

In IE6 and IE7 the form for entering a general comment on an article is broken. Oddly enough, the form for replying to a comment, which uses many of the same styles and has a similar HTML structure, is fine.

(In [7436]) Updated CSS and added a new style ("gutter") to fix the broken general comment and reply to comment form display on IE6 and IE7.

Verified that posting and replying to a general comment displays correctly in IE6.
